Wilcat Associates is a woman-owned small business built on a simple premise: federal clients deserve advisors who have done the work, not just studied it. Our team brings decades of direct federal IT, acquisition, and executive leadership experience to every engagement - grounded in policy, shaped by practice, and focused on outcomes.
William (Bill) McKenna - Co-Founder & Principal
Bill McKenna brings more than 15 years of federal IT business development, acquisition strategy, and policy experience to Wilcat Associates. His career spans the full spectrum of federal technology modernization - from cybersecurity and AI governance to cloud infrastructure and mission-critical systems integration - with deep engagement across DHS, DOJ/FBI, HHS/CMS, ARPA-H, and DoD.
Bill has contributed directly to shaping federal technology policy, including input into Executive Orders 14028, 14058, and 14179 through the Alliance for Digital Innovation, and has provided assessment and advisory input to ACT-IAC and AFCEA on the Trump Administration's Cyber Strategy for America. He serves as a subject matter expert on the West Virginia AI Task Force and has been nominated to the WVU Cyber-Resilience Resource Center Advisory Committee.
His approach to federal strategy is grounded in one principle: mission outcome first, technology second. He translates policy mandates and acquisition signals into fundable programs, competitive positioning, and actionable capture strategies - helping clients and partners move from ambiguity to decision with confidence.
Bill holds a Master of Professional Studies in Homeland Security from The George Washington University (GPA 3.93), with a capstone focused on predictive AI applications in emergency management, and a Bachelor of Arts from West Virginia Wesleyan College. He is based in Morgantown, West Virginia.
Catherine (Melissa) McKenna - Co-Founder & Principal
Melissa McKenna is an accomplished executive leader whose career spans federal IT strategy, organizational development, and enterprise operations. As an Executive Advisor and Chief of Staff, she has built a reputation for translating complex strategic priorities into structured, executable programs - bridging the gap between executive vision and operational delivery.
At Wilcat Associates, Melissa leads client engagement strategy, executive advisory services, and the firm's Executive Out of the Box consultation offering - a service designed to help organizational leaders sharpen strategic clarity, align teams to mission, and navigate the complexity of today's federal and commercial operating environments.
Her professional background reflects a consistent commitment to mission-aligned leadership, stakeholder relationship management, and building the internal capacity organizations need to grow sustainably. She brings particular expertise in supporting small and emerging businesses as they position for federal market entry, develop their leadership bench, and scale their operational infrastructure.
